** The Heatseekers, unlike the Hoodlum Dolls or the Misconducts, are actually invested heavily in organized crime and are far better armed (military-grade weaponry and explosives, hoverbikes and jetpacks). Overall, better armed and combat-ready than the Dolls, but not extremely so in either direction. The Misconducts intend to take control of a major transport hub in preparation of a revolution against the city. The Bounty Hunters are now the only operatives after them, because as the law enforcement in the area Sector is turning a blind eye to their gathering because they simply are not capable of taking all the gang's soldiers. To say nothing of them being more close-knit and better organized than the Dolls. ** The Misconducts, while a simple gang like the Hoodlum Dolls, are better armed with many of their elites not only using more advanced weaponry (automatic guns and explosives) but are usually in better physical condition as well. The Dolls have no goal beyond burning shit down and having a good time, no profit motive or even a plan past the night. The Bounty Hunters are essentially containing a giant riot in their levels, Sector, being called in to act as backup for the local law enforcement that isn't solving the issue fast enough for Wolfmother's taste.

** The Hoodlum Dolls are a large gang, but as the first gang you face they aren't super well trained or well-armed (most of their elites use simple melee weaponry without much finesse) with their leader's ace in the hole being one hijacked law enforcement mech.

Overall, highly advanced equipment gives them a hefty edge over the previous gangs, but not much else to their name and aren't really ambitious or focused they want to defend their lucrative enterprises and the roads that enable their crimes, but they have no designs on the city at large. Their captains come with some advanced toys at their disposal to bring the pain.
